Uh, don't do that. That washer is a "crush washer". It's meant to compress slightly so that the plug gets seated securely in the socket. Someone correct me if I'm wrong but removing that washer sounds like a good way to damage your engine.
If you want more power, play with the exhaust and carb - they are a lot cheaper to fix if something goes wrong.
